Rev. Dr. Xavier Alphonse, S. J., is a PhD in English Literature.He is the Founder Director of Indian Center for Research and Development of Community Education (ICRDCE), Chennai, INDIA and former Principal of Loyola College, Chennai, INDIA and former Vice Principal of St. Joseph’s College, Trichy, INDIA.


Currently, he is a member of the University Grants Commission (UGC), New Delhi, INDIA.He is also a member of the Distance Education Council (DEC), New Delhi, INDIA.He is Chairman of National Committee on Community Colleges appointed by the UGC to discuss the concepts and methodology for establishment and functioning of the Community Colleges.Dr. Xavier Alphonse is Consultant to the State Governments of Haryana and West Bengal for the Community College Project.He is also Consultant to the Hon’ble Prime Minister of Papua New Guinea for the creation of 13 Community Colleges in 2008.


He is an authority on College Autonomy in India.He also pioneered the formation of Community Colleges and has initiated the implementation of an alternative system of education for the poor and the downtrodden.

Dr. Xavier Alphonse’s contribution to higher education in India is immense.He has been the resource person for 18 National Conferences and 12 Orientation Programmes for College Teachers.He has delivered scholarly lectures in Educational Institutions all over India.He has published the books “Autonomous Colleges in India – History, Performance and Future” and “Towards New Pastures, College Autonomy --Three decades (1978-2008)".As a Member of the UGC, he has led many teams to inspect Deemed to be Universities and Colleges all over the country.


He started the ICRDCE in 1999 as a facilitating and coordinating agency for Community Colleges in India.He has been involved in the preparation, establishment and evaluation of 214 Community Colleges in 19 States of India.He has also trained 1208 teachers.He has conducted 48 Workshops involving 950 NGO’s, 2179 participants and has also organized 6 important National Consultations and 41 Regional Consultations among Community Colleges.He has also prepared basic curriculum material and supplied to all the Community Colleges.He has published 21 books and 35 articles in the leading educational journals of India and abroad on the concept and implementation of the system.The TamilNadu Open University (TNOU) has recognized 102 Community Colleges as Vocational Programme Centres all over the country.


As President of Inter Faith Movement for Human Solidarity, he has contributed richly towards inter-religious and communal harmony.He has organized meetings and Conferences to promote harmony.He is also the Co-chair of the Community Advisory Board of YRG Care, an Organization that is promoting AIDS Research at Chennai, INDIA.Dr. Xavier Alphonse has made presentations, twice at HPTN International Conference at Washington DC.
